When I run 'top', I see the following:

Q: Why does top show my cpu state as 0.0% when I have 1.42% for X and 1.98% for Ximian Evolution?

A: Those are cumulative CPU utilization figures since the last screen update. Meaning that in your case, Evolution and X are using about 4% of your CPU over the last 3 seconds (if you're using the defaults). Your current "instantaneous" measurement of the CPU indicates that it is spending 100% of its time in the idle loop. The differences are due to the differences in the duration of measurement.
